  3. For one customer group only

Retailers get something different from end customers.

Two groups, two rules, one cart: whoever is in the retailer customer group sees one selection, everybody else the other. Whoever matches neither rule sees nothing.

The setup in the admin.

Two groups, two rules, both with the customer group condition. The rewards themselves carry no rule of their own: the split happens one level up, on the group. Whoever is in neither customer group sees no selection in the cart at all.

What matters here.

The rule can also sit on a single reward. Then every customer group sees the same group, but a different number of tiles inside it. That is the finer cut: one group, two audiences, one bar. The same pattern gives you a first order gift or a first order discount: a rule with the condition "Quantity of completed orders" equal to 0 shows the group only to logged-in customers without a completed order. With 1 or more instead of 0 it becomes a loyalty gift for returning customers.
