Five per cent, one line, done.

The percentage discount applies to the cart, not to a single product. It sits inside as its own item, with a minus, and the customer sees it like any other line.

Measured in the demo shop: 5% of €495.95 is €24.80. The order stated 19% tax on it, that is −€3.96.

The rate applies to the cart
The percentage belongs to the reward entry and is applied to the cart. It is not a price scale and not a product discount.
Shopware splits the tax
The discount item calculates with the tax rates of the cart. With a cart at 19% the order showed exactly that rate on the line.
The threshold stays its own
A discount also has a minimum cart value. In the demo shop there is 5% without a minimum, €3 from €50 and 10% only from €1,000.
It does not lower the threshold
For every threshold the goods value without rewards counts. So the discount makes the cart cheaper, but does not put the next tier out of reach.

Percentage or fixed amount?

A percentage grows with the cart: whoever buys for €1,000 saves a hundred euros at 10%, whoever buys for €200 saves twenty. That rewards big orders, but it also costs more the bigger they get. A fixed amount is predictable, and its share drops as the cart grows: €20 is over 13% of a €150 goods value and a good 3% of €600. Both can be tiered inside one group, and the demo shop does exactly that: 5% from €150, €20 from €300, then 10% and €50 from €600.
